Transitional Arrangements
where a person has been granted entry clearance in any of these categories, or has been granted leave to enter at port for more than six months, he will be free to remain, leave and re-enter the UK until his leave expires. However, where leave to enter was granted to a non-visa national at port in any of these categories and the person leaves the UK before it expires, he will not be permitted to re-enter the UK to complete his leave in that subcategoty. This might not prevent a non-visa national from re-entering as a visitor but he would not then be permitted to work.
Under the pre-PBS regime, working holiday makers were permitted to switch into HSMP and work permit status. This is no longer possible. Working holiday - makers are not permitted to switch into any PBS tier and required to lease the UK if they wish to apply for further leave.
